Not doing anything wrong. As it states, your security settings don’t allow for what you’re trying to do.
Instead, try right clicking on the link, and selecting “Save as” for target. Then when done, run the target.
If *that* doesn’t work, then you may need to add the download site to your “trusted sites” in Tools, Internet Options, Security.
What Leo has said is indeed true? If that does not help then, please check this out;
1. Disable any fire-wall if installed temporarily and then try.
2. Disable any anti-virus program and then try.
3. Disable pop-up blocker programs.
If this does not help then the issue can be with IE. You may need to repair IE or update it. To update IE please follow this link : http://www.microsoft.com/technet/security/bulletin/MS03-048.mspx
